四川省科学技术厅关于征集 2023 年度 省级科技计划外国专家研发项目需求的通知 各市（州）科技局，省级有关部门，有关单位： 为加快建设具有全国影响力的创新人才集聚高地和科技创新 中心，吸引外国专家深入参与省级科技计划项目研究，进一步发 挥外国专家服务创新驱动引领高质量发展的支撑作用，经研究， 决定在全省范围内征集一批 2023 年度省级科技计划外国专家研 发项目需求，需求征集情况将作为 2023 年度省级科技计划外国 专家研发项目申报工作的重要参考。现将有关事项通知如下： 一、有关要求 （一）项目申报单位要求。 1.在我省境内注册，具有独立法人资格、运行管理规范、有 一定研发能力的企事业单位。 2.企业牵头申报项目的，企业配套资金与申请经费的比例不 低于 1：1，并提供自筹能力相关材料（以下材料之一：企业申 报时上月末企业财务报表、上月末银行对账单），财务数据涉密 的单位除外。 （二）项目负责人要求。 —1— 1.项目负责人应是非华裔外国专家，无年龄限制。 2.项目负责人条件应符合四川省科技计划项目负责人条件要 求（见四川省科技管理信息系统《申报须知》）。 3.受聘于省内具有独立法人资格的单位，申报项目实施周期 应处于其聘用合同中规定的聘用期限内。 4.每个项目负责人 2023 年度项目限申报 1 项，目前承担有省 级科技计划项目且尚未结题验收的或验收未通过还在限制申报期 内的项目负责人不得申报。 5.项目受理后，原则上不能更改申报单位和项目负责人。 6.外国专家研发项目应配备科研助理，申报单位须在项目组 成员中指定一名本单位中方在职人员作为科研助理，负责协调项 目的申报、实施、验收以及相关管理。 7.项目负责人在川工作期间遵守中国法律法规及省级科技项 目各项管理规定。 （三）其他要求。 1.同一项目不得以任何形式多渠道、跨计划重复申报。 2..申报单位、项目负责人须无不良信用记录，申报材料须真 实客观。 二、征集方向 （一）重点征集领域。重点征集航空与燃机、集成电路与新 型显示、新材料、软件与信息服务、智能装备、轨道交通、新能 源与智能汽车、能源化工、节能环保、医药健康、现代农业等领 域开展技术创新和产品研发的项目需求。 —2— （二）重点支持对象。重点支持国省高新技术产业开发区内 企事业单位、中央在川科研院所以及其它依托科技创新平台申报 的项目。 三、有关说明 （一）项目周期。项目执行期 2 年，起止时间 2023 年 9 月 至 2025 年 8 月。 （二）申请经费。采取前补助支持方式，每个项目资助总额 不超过 30 万元。 （三）申报语言。项目申报阶段申请书拟采取中英文双语填 写。 四、材料报送及联系方式 请各市（州）各部门围绕重点做好项目需求征集宣传工作， 指导相关单位根据征集要求，填写项目需求表（附件2）。请各 单位于2023年5月12日前将项目需求表 word 版和加盖单位公章的 PDF 盖章件发送至邮箱 sicaiep@163.com。 联系方式：外国专家服务处 漆乔木 李庆洪 028-86720583 附件：1.征集需求要点英文版 2.2023 年省级科技计划外国专家研发项目需求表（中 英文） 四川省科学技术厅 2023 年 4 月 20 日 —3— 附件 1 Demand Survey for“2023 Sichuan Science and Technology Program—Foreign Expert Research and Development Project” This survey is to all foreign experts who are working in Sichuan province and interested in applying for the 2023 Foreign Expert Research and Development Project (FERDP) under the Sichuan Science and Technology Program (SSTP). The FERDP is established in the spirit of win-win cooperation. Sichuan Science and Technology Department (SCST) will soon announce new FERDP projects and calls for applications from institutions and enterprises in Sichuan. This survey will serve as an important reference to the formal application. The application guidelines are hereby notified as follows： 1. Application requirements 1.1 Requirements for institutions and enterprises. 1.1.1 The applicant’s affiliation shall be either an enterprise or institution registered in Sichuan province as an independent legal —4— entity with a standardized operation and management scheme, and certain R&d capacity. 1.1.2 If an enterprise takes the lead in applying for a project, the enterprise shall provide a counterpart fund to the project in a minimum ratio of 1:1, with documents of self-finance demonstration provided, including at least one of the following: the financial statements of the previous month at the time of application; the bank statement of the previous month), but exception is allowed to enterprises with confidential financial information. 1.2 Requirements for principle investigator (PI). 1.2.1 The PI should be a non-Chinese foreigner. There is no age limit. 1.2.2 The PI should meet the requirements for the project leader in Sichuan Science and Technology Program (see the " Application Guidelines" in the Sichuan Science and Technology Management Information System). 1.2.3 The PI must be employed by institutions or enterprises with independent legal entity qualification in Sichuan province . The project cycle should be within the employment period specified in the employment contract. 1.2.4 Each project leader is limited to applying for 1 project in 2023. The applicants with the following situations are not allowed to apply: applicants have ongoing SSTP projects and have not finalized —5— the project yet or have not passed the project final examination and still in the restricted application period. 1.2.5 Changes on PI and the corresponding affiliation are not allowed in principle when projects are accepted. 1.2.6 FERDP should be equipped with a research assistant. Among the project team members, the institution/enterprise must designate a Chinese employee as the research assistant who will be responsible for coordinating the application, implementation, final examination, and related management of the project. 1.2.7 The project leader should abide by Chinese laws and the management regulations of Sichuan Science and Technology Program while working in Sichuan province. 1.3 Other requirements. 1.3.1 The same project shall not be repeatedly applied in any form through multiple channels or across programs. 1.3.2 The PI and the associated institution/enterprise must not have poor credit records. The application documents must be authentic and objective. 2. Research Area 2.1 Key survey fields. This survey mainly focus on the R&D in the fields of Aviation and Combustion Engine, Integrated Circuits and New Display Technology, New Material, Software and Information Service, Intelligent Equipment, Rail Transit, New —6— Energy and Intelligent Vehicles, Energy and Chemical Engineering, Energy Conservation and Environmental Protection, Medicine and Health, Modern Agriculture, etc. 2.2 Priority in funding. The program prioritizes the funding of the enterprises and institutions from the national or Sichuan provincial High-Tech zones, the research institutes in Sichuan directly administered by ministries, and the projects declared through technology innovation platforms. 3. Other instructions 3.1 Project period. The execution period of the project is 2 years, from September 2023 to August 2025. 3.2 Apply for funding. Adopting pre-subsidy support (the funding is provided upon project approval), the total amount of funding for each project shall not exceed 30,0000 RMB. 3.3 Application language. The formal application form shall be filled out in either Chinese or English.
